Chris Oughton has traversed a diverse landscape, from local government to senior management, gathering insights into public service processes and governance along the way. Opportunities for tertiary education enriched his practical understanding, leading to a successful transition into the private ‘not-for-profit’ sector.
As a leader in business development, corporate change, and strategic planning, Chris thrived in roles that merged study and experience. His tenure as CEO of the Kwinana Industries Council (KIC) until March 2024 provided invaluable perspectives on governance and the industrial sector’s challenges and opportunities, including the imperative of decarbonisation.
During his time at KIC, Chris delved into pioneering research, culminating in a PhD thesis (graduated: September 2024) focused on redefining Industrial Symbiosis. His model assesses industrial precincts based on key dimensions, offering actionable insights for improvement.

A Four-Dimensional industrial symbiosis model for the evaluation of industrial precincts.
This research takes the traditional definition of industrial ecology into a new multi-dimensional model of industrial symbiosis. It identifies the uncertainties or strengths associated with an industrial cluster and presents a way to optimise the ability of the precinct to present as a more conducive place for industry to operate from. The research showed that there are indeed additional dimensions of symbiotic relationships that exist beyond the traditional waste material reduction definition and across international borders.
